Pippa Holloway, professor of history at Middle Tennessee State University and author of Felon Disfranchisement and the History of American Citizenship, will speak at the Bob Graham Center of Feb. 22 at 6 p.m.  The program will focus on the history of disfranchisement for criminal convictions in the United States during the late 19th and early 20th centuries.  During the talk, Holloway will examine the many forces that have resulted in a national consensus that certain categories of criminals should be permanently disfranchised.
