Redevelopment and Community Benefits Agreements: Should Rising Tides Lift All Boats?

The Mellon Arena, originally the “Civic Arena” was built in Pittsburgh in the late 1950s. It was a product of urban renewal policies that displaced thousands of residents, most of whom were African American renters. Redevelopment of the Hill District created a gradual period of decline and disinvestment that was only exacerbated by the race riots of 1968. When Pittsburgh city officials announced that a new hockey arena would be built directly across the street from the existing Mellon Arena, residents and community organizations in the surrounding Hill District neighborhood were determined to benefit…this time around.
